2011 July 17: PA: (Comments requested) PA is using its SIP to regulate PM from OWBs

In case you haven’t already seen this, PA is proposing to include OWBs regulations for PM2.5 in its State Implementation Plan (SIP).

The proposal is open for public comment through August 15, 2011. See the Federal Register announcement: http://www.gpo.gov/fdsys/pkg/FR-2011-07-15/html/2011-17866.htm

Attached is the specific regs proposed by PA.

This is a really good idea and fully justified considering the significant contribution that OWBs make to PM2.5 in ambient air. It’s about time a state acknowledged this. Here’s what PA states: “A significant and growing source of PM2.5 emissions in the Commonwealth of Pennsylvania is from OWBs.”
More states should follow PA’s lead. Perhaps EPA will soon require this of all states in their SIPs.
