Civilized societies have been doing this for a long time. Precedent-setting laws already exist for property, vehicles, safety, security, health and life. Air, a necessity of life, deserves protection, too.

With our calm winter air and steep inversions, the pollution we dump in the air builds and builds to unhealthy levels. If we are going to be able to continue burning wood, we need to clean up our emissions.
there are only a handful of borough and state employees to enforce the Healthy Air Initiative. Thus the only people who will be required to make changes will be the extreme polluters.
