2010 Nov. 15 to 21: WEEKLY RAWSEP: Pending U.S. States statewide OWB & wood stove legislation, State by State

AK – PENDING Fairbanks wood stove regulation. See RAWSEP Brochure for AK. On Oct. 5 2010 voters voted yes by 60% (roughly 9,000 voted yes, 6,000 voted no and 78,000 residents of Fairbanks did not vote) on Proposition A which meant Fairbanks voters rejected home heating fines for wood smoke
Proposition A passage does not prevent PENDING Fairbanks wood stove regulation. Two quotes about passage of Propostion A by Fairbanks: “I’m concerned air quality is going to get worse,” Hopkins said. “That relates to health, the air people breathe, and the economy.” About the Fairbanks vote, one resident commented: We have one or two people with bad outdoor wood boilers periodically shutting down wood river elementary. The school nurse has recorded record numbers of complaints regarding breathing problems and eye problems whenever these boilers are fired up. How do we stop these people from hurting our children without having fines? I’d really like to hear the solution from everyone who voted “yes” on A. It is easy to say “Don’t fine me!” but hard to actually solve the problem.

Minnesota is in need of OWB statewide regulations. The community I live in refuses to address it because some of the township board members have them, and are themselves getting complaints. Having 20 acres of mine covered in smoke multiple times a day, setting off my home’s smoke alarms, has resulted in comments like “Why doesn’t he just close his windows?”, and “That’s what he gets for building on a hill!” from the persons that are causing the problem with their outdoor wood boilers. One commented “we’ll just smoke him out”!
Individual communities have started to regulate their use, and many are beginning to outright ban them, citing the writings of the former state of New York Attorney General Elliot Spitzer, titled “Smoke Gets In Your Lungs”.
A few of these communities are: Stillwater, Inver Grove Heights, Woodbury, Bloomington and Burnsville. If anyone is aware of others, I am compiling as much information as I can so I can help solve the problem, and not have to “close my windows”.
